Joshua Meservey is Senior Policy Analyst, Africa and the Middle East at the Heritage Foundation.

He specializes in counterinsurgency, non-state armed groups, and the security/development nexus. From 2006 to 2009, he served as a Peace Corps Volunteer in Zambia and extended his service to work for the US Centers for Disease Control and Prevention. In 2009, he joined Church World Service's (CWS) refugee resettlement operation based out of Nairobi, Kenya and traveled extensively in East and Southern Africa interviewing refugees. He ended his time at CWS as Field Team Manager responsible for a team of more than 90 Kenyan and American staff. In 2012, he worked at the US Army Special Operations Command and helped write an Army concept paper that codified Special Operations Forces’ capabilities into Army doctrine, and in 2014 joined the Atlantic Council’s Africa Center before leaving as an Associate Director to join the Heritage Foundation.

He has testified before the Senate on the conflict and humanitarian crisis in South Sudan, and is lead author of a monograph on al-Shabaab's insurgency published by the Joint Special Operations University. His written work has appeared in Foreign Affairs, the Washington Post, the National Interest, US News and World Report, the Hill, and the Journal of the Middle East and Africa and Perspectives on Terrorism journals, among others. He has been featured as a commentator in various print and digital media outlets, and has presented at the National Defense University and the State Department’s Bureau of Intelligence and Research.

Meservey holds a Master of Arts in Law and Diplomacy from the Fletcher School at Tufts University and a BA in history from the Templeton Honors College at Eastern University.
